Using Elo rating to estimate learner's skill and question difficulty

Model the result of learner L attempting question Q as a game betwtween L and Q. Update the rating estimate from the result of the game.

Problem: Elo does not account for memory model

Simple modification: initial attempt use Elo, subsequent attempts use recall probability
